The pre-made PVP characters are only limited by the selection of skills that they provide at first. If you PVE you can unlock new skills that you can use in PVP. Also, the pre-made PVP characters start at lvl 20.
Others may be better at answering the rest of your questions.

Yes. You need to play PvE to unlock the good skills and items. The PvP characters are for when you've already unlocked most things and want to make a quick test char for PvP or something.

I heard 2 to 3 days hardcore. Not sure how "hardcore" though.

well it toook me about 5-8 hours to get to lvl 10 in two days... thats 5-8 hours total in both days

20-40 hours... If you want to make use of the advantages of PvE, you should spend more time. The accomplishments you make (i.e. spells you aquire) the more advantages will be available to you in PvP.

I was able to get to level 4 in 1.5 hours
Lvl 10 in 5 hours
lvl 15 in about 10 hours
You do the math

There are plenty of cookie-cutter classes that are quite decent at play if you simply want to do PvP. However, I like developing the "perfect" PvP character and making an instant 20 never really did much for me... (It did HOWEVER add a new incentive to get every spell unlocked on my RP)
Also keep in mind that no spell in GW is useless. I've logged onto an RP in some instances and played him for one hour to get all the skills available from Ascalon and Ascalon after the Searing and then simply plunked all those skills into a lvl 20... it was a lot of fun!

Wow - I never knew that you could use a L20 PvE character in PvP.
